CSP Install without order

Good afternoon,

A question for Openreach experts.....

A friend in a dwelling had a copper line without voice or internet service - yup, amazing I know.

Without any order for a service, OR has recently visited and removed the copper line and installed an external fibre CSP only. No internal ONT or connection. No problem as far as the neighbour is concerned, as a nice professional job by OR.

The question is, are OR doing this, that is removing inactive copper circuits and installing fibre CSPs only, without an order?

The concern is that this might be 'part one' of a fraudulent order. The OR Engineer knew nothing as to why he was tasked to do this - understandable in a big organisation.

Any thoughts from OR experts would be welcomed....

Not in a ‘fibre only’ exchange area are they, like Salisbury for instance ?

Can you put their address into https://www.broadbandchecker.btwholesale.com/ (Address Checker tab), and see what it says?

In particular:
* Is WBC FTTP available?
* What does it say in the bottom section about FTTP? e,g,

Our records show the following FTTP network service information for these premises:-Single Dwelling Unit Residential UG Feed Not Evaluated.

FTTP is available and a new ONT may be ordered.

The exchange is not in a current fibre priority programme


A screenshot of the whole thing would be interesting to see, with the address masked off of course.

And it could be "slamming" - someone ordering service at an address they don't own, in order to get some sort of kickback.

That does sound a trifle odd.

No teenagers living there, (they seem to be keen to sign up for all kinds of stuff, then deny all knowledge later ?

If they’ve not ordered … then just let it ride, if no one is let in to fit the ONT , it’ll go back to CP as ‘no access’ and the order will disappear eventually.

Someone has ordered it. Or there has been a mistake…fraud unlikely - what would be the purpose / benefit to the ‘fraudster’?

It's more likely to be an accidental error that is deliberate, IMHO. It happened to my brother. Someone moving in opposite used the wrong address. Sent him the modem and everything. He rang up and stopped it. Then a bit later, the morons moving in opposite used the wrong house number again, presumably because the line takeover had been cancelled.

PlusNet, the "gaining" ISP, refused to talk to him on the phone, claiming data protection reasons. Noting that refusing to correct incorrect data is also a data protection offence as well, and they were refusing to correct incorrect personal data. Anyway, being a judge, he ended up sending PlusNet a letter before action, which seemed to sort things out smile

Thank you all for your advice and comments..

candlerb - it is defintely a Fibre CSP - I visited today, no ONT, but as you asked:

KCI2 - Assure
Single Dewlling Unit OH Dpole Hoist Required
FTTP is available and a new ONT may be ordered.

Zarjaz - single person, living on a farm with little need for internet. Has never used it, except on his phone....

Sounds very sensible advice, as there is little else he can do - he has no idea where this has come from, hence he telephoned me for advice.

My concern was raised at a fibre CSP being installed, but without ONT, and without an order, and just wondered whether OR might be being proactive on dormant copper lines.

Definitely no order, so will let it play out..

Will be interesting for billing - he doesn't even have email...

If it is an order, slamming, mistake or accident, I will let you all know.

With a KCI2 assure ( 2 stage installion ) providing only the connectorised drop from the CBT and installing the CSP , and leaving the rest of the installation to the second stage tech ( internal cable , ONT , authentication etc ) for the second ( appointed ) visit , isn’t unusual, so presumably in a short while , it will be clearer what’s going on , when the 2nd stage installer turns up either to no access ( no one at home ) or someone explaining they haven’t ordered FTTP , while somewhere else a ‘customer’ of an ISP will be wondering where the installer is , and contacting their ISP to ask why no one has turned up , perhaps at this point they will realise they entered the wrong address on the order .
