A few years ago , Openreach took a decision to defer ‘expensive to upgrade areas within areas’ (like DIG enclaves within a generally overhead service area ) to be returned to at a later unspecified date and ‘crack on’ with the in budget addresses, that way the ‘cheap to hit’ dwellings can still be provided instead of dismissing the entire PON as being too expensive, without any unnecessary blowing of the budget ( allocated per dwelling ) by providing ducts , jointboxes etc , and a happy consequence is it also makes these addresses to PIA dependent Alt Nets less attractive to them (they obviously have the option to provide their own infrastructure) this may have been the case with your Culdesac’ or it may never have been a part of the PON , some relatively close by neighbours can benefit from , it doesn’t really matter the outcome is the same .

TBH , the option to serve an address ‘out of area’ from poles that were designated for neighbouring addresses already served overhead , even if possible, by spanning over rear gardens or gaps between other property is rarely considered, it messes up the overall plans and makes OR hostage to fortune when the rest of the underground area is eventually served and that individual householder with an ‘ugly’ overhead wire insists on being transferred from overhead to underground now that underground service should be available, with the accompanying expense (and who pays ) and the complications of designing capacity into the new underground scheme, for that address (an already served address ) ….its not what you wanted to here , but ‘sorry not available yet’ was always the most likely outcome of your enquiry
