Only Gigabit vouchers and some community funded (which many include gigabit vouchers) rollouts, may require you to purchase a 100mbits plus service. Along with FTTPoD.

Otherwise its not a requirement to do so

That's not what I meant. If they plan to deploy to a certain MDU, they will do it for free even if there are no subscribers. I don't mean those properties that aren't part of their build plan.
