(b) I'm suggesting it. I understand that the BTW White Label service is different from and is handled differently from the "normal" resold BTW service. Most ISPs, incl. BTR, resell the latter; only 3 the former.

(c) It may very well be only part of the WBC network, but it does seem prevalent in most reports here lately.

Also (b) Is it not true that with the "normal" resold BTW service the ISP , incl. BTR, determines the DLM, whereas with the BTW White Label service BTW itself determines the DLM?

I took this to be marketing rubbish when I was shopping around:

http://www1.orange.co.uk/20megnetwork/

But they mention "custom" and "dedicated" a few times. Are we sure that Oranges white label service is quite the same as other BT white label services?

Our new 20-meg network is custom-built for Orange.

That doesn't sound like "white label" to me?

How the traffic is handled in the core routers may be custom.

At the DSLAM/exchange level then I don't see how it can be custom, unless Orange are paying enough money for custom work at some 5000+ exchanges

Normal services, ISP has visibility to control some of the DLM parameters, or can leave it all set to automatic.

With the Orange service BTW themselves are running this decision making, so that may mean better control, due to people being more familiar with the systems.

WBC has always offered a lot more control than the old IPStream systems, but invariably providers have not exploited it.
