Your router stats look good, you are on ADSL 8Meg Max, your
Lapworth exchange does not have ADSL2+ 20Meg WBC until RFS (Ready for service) date set : 30/11/2012
That TR-069 report in your logs is the router checking for updates, you have to stop your router from continually trying to update with Customer premises equipment (CPE) WAN Management Protocol (CWMP) TR-069, it is probably causing your connection to slowdown.
What model Orange router are you using? I would do a router factory reset and update the router firmware to see if that will stop the problem.
