I would expect to have some slow down in the speed when downloading of an evening, but to they cut the download option off completely for newsgroups?

Depends on what others are also doing I suspect, i.e. they set aside X Mbps of their total capacity, and if lots of people are using newsgroups (NNTP) then things will be slow

It states on one of those links that they slow the downloads from newsgroups down between 6pm and 11.30pm, but my downloads are stopped completely and i have tried up up 1am and still beenn unable to download anything

Given how providers throttle things then yes this effect is not unusual.
In short if the effect is reproducible every day and standard HTTP downloads are fine, then traffic management is the cause.

Yes i'm afraid that was my concern, what providers out there are best to use if you are using newsgroups?

Which means you want to know who does not use traffic mangement?
Sky on their LLU service if you want it cheap and unlimited.

many thank for help with this issue, looks like i am stuck with orange for 12 months, at least i'm aware of a work around.
