Indeed. Or a tardy QoS.
It would be interesting to know what real-world application slower than expected speeds were first noticed, if any - there is no mention.

Noise margin 15.1 line atten 35 from Bright Box ADSL Status also shows G992.5 (ADSL2+ ) operation mode.
Cool web home shows RED Traffic light BAD service inputing thse figures with 7000kbps speed.
Expected speed at 35dB attenuation
10500Kbps to 13900Kbps [ This is what I have been getting to early Dec13]
Below is an estimate of the speed based around your current sync speed and the supplied noise margin.
8647 Kbps 9dB target
9595 Kbps 6dB target
10646 Kbps 3dB target
But some great news at last a call 30 minutes ago from EE escalation team .. have checked everything on wiring changed filter etc this end which have not changed since 2011. Wait 24 hours then EE will check line. Progress at last.

So looks like a simple ISP support simple need to push through a reset of the target noise margin to say 6dB.
The target noise margin is increased by the DLM system to ensure a stable line, and it should if the line stabilises and shows less areas come down again slowly after a couple of weeks of stability.

I hope so but with EE things never seem simple! Thanks every one for your help. I learn a little more each time problems come up. The process of learning by doing. I will post progress until I am back to 10mbps. At least I now have some hope to replace despair.

I will post progress until I am back to 10mbps. And you no longer have drastic throughput slowdowns at certain times?

As promised an update on any progress. Good news some progress with EE. Noise level on line as per ASDL performance screen on the Bright Box down to 8.0 from 15.0. The second TBB speed test download speed is consistently over eight this evening but first TBB download speed column is variable between 5000 and 7000. What does the variation in this latter figure mean?

Usually some degree of congestion somewhere

Today 1/2/14 both TBB download readings levelled off at around 8.5mbps so this is good. The first time download readings over 8.0 since 6/12/13. Why do EE make it so difficult and time consuming to get problems of speed addressed? Nearly a month in my case when all is required is a small test and adjustment.

I eventually made contact with EE high level escalation team early in February and they have been most helpful. Pity it took almost a month to get to them for help. After two visits from BT engineers the average speed is now around 9mbps much better than the 7mbps but down from the average level of 10mbps I was receiving from April 2011 to November 2013. Relative to some users living not too far away from me who are struggling with 2 to 3mbps I suppose I should be thankful. Let's see how long this stays in place.
