Dual quad core 3GHz, 8GB memory, and a decent video card in a PC, but no BF3 since it did not support DirectX of the right version.
A PC needs a monitor too remember.
Better value is open to debate, PC games cheaper to buy, but hardware more expensive to buy. Consoles cheap hardware for the performance level but games cost more and not at the same performance level, but then I know people who spend the cost of a console on a PC graphics card.
Your decision is PC is best value for you, for me the consoles are. Plus I gain a device that plays DVD/blu-ray and other features like iPlayer, lovefilm on my main TV.
