Basically games that only release on digital steam are usually cheap, or they get cheap within a year.
The issue is when games are released for consoles, and PC and in particularly they sell physical copies, there is a deal between the big publishers and retailers that digital will cost more to not hurt their sales. This is noticeable on big AAA titles, like GTA5. This isnt a hard fast rule, but is common for big budget games.
An example of it not occurring is final fantasy 13. But on the PC that was a digital only game. The console versions were AAA priced and also DLC cost extra, the PC version of all 3 games is sub £12 and all DLC included. But is digital only and released years after the console.
However namco treat the PC market differently, tales of zestria is a £40 game, same price as the ps4 physical copy.

Incidently the ps4 market is improving, namco finally releasing games for it plus we have, kingdom hearts and these games all 3 not on PC. Seems it is just having a slow start like the ps3 had a slow start,
