this is unacceptable for a big budget title.
Its not the hardware fault, its the dev's fault, they putting their desires of visual beauty ahead of gameplay fluidity. The problem is now days dev's see themselves as artist's not game developers.
I got no idea which would be better to go for, I assume the PC is the best shot at decent performance given previous Bethesda games actually run well on PC, but if you stuck with console I dont know.
I would say the best answer is dont buy either, dont let them get your hard earned cash until its fixed.
