I have checked and I have an OK idle latency around 15-20 ms that is quite stable if you are not running anything else.

The UL I have is in the range 0.5-0.8, but it seems to fluctuate quite a lot (like the value when one does a speedtest), perhaps that is a problem?

And is there any rule of how much of the bandwidth one can use before latency increases? Or how much of the bandwidth can one use, and still have like the idle latency? 50% or am I misunderstanding something?
