Report it as a phone fault, but don't expect an easy ride. You have what's known as a HR-dis - or a high resistance joint somewhere. Eventually it will fail completely.
Have you considered ordering just a new phone line and then ditch your old one? Faster and easier, and still cheaper (I think) than having a BT engineer fail to repair your existing line.
Of course, you could insist on USO rights but thats not good for braodband or normal telecom services other than voice telephony.
Well, if you mean "Have you had a problem with your broadand since July, which BT are unable to find and fix ?", then the answer has to be YES, I suppose.
