ADSL on a small exchange - good or bad?

Ignoring the fact that the smaller exchanges will inevitably have fewer LLU options (if any) and get 21CN later, is it an advantage to be on a very small exchange that serves fewer properties? Do small exchanges get the same treatment as the bigger ones?

Just wondering which statement is most accurate:

Smaller exchange = lower contention = good

or

Smaller exchange = lower priority/capacity = bad

As Andrew stated, it depends on the local users. If you have bandwidth hogs on your 'small' exchange then it would be bad. If you don't then it would be good. Also, smaller exchanges get lower upgrade priority.

From Samknows today for our exchange serving circa 1300 premises:

19/10/2006 BT have set a target date of Q1 2009 for the switch to 21CN for the Bentley exchange

The real issue is user types...

Small exchange - 90% students bad
Small exchange - 90% silver surfers good, until they discover iPlayer
