Ofcom and ISPs

How good is Ofcom at coming down hard on ISPs in order to help consumer V ISP issues, a voluntary code is like a guard dog with no bark or bite.

This says it all:-

This list represents those ISPs who informed us, at the time the 2010 Code of Practice (version 2) was announced, that they would like to sign up to it. Appearance on this list does not guarantee compliance with the Code.

Useless. Neither Ofcom or the ISPA care that much.
