As b4dger says, you should be getting 8128kbps connection, or at worst 7616kbps if on interleaved. You can usually see the interleaving from detailed router stats.

The fact you aren't is very possibly down to imperfect home phone wiring, so info about how you are connected in terms of sockets and extensions would be useful, plus details about everything that is connected to the phone line.

As an additional point of interest, what exchange are you on, (the link to what samknows says about it would be useful), and which ISP? On ADSL2+ that line should hit between 15Mbps and 18Mbps sync! (Wiring permitting as just posted).
