The 10.9 db target noise margin is costing you the speed.
http://www.coolwebhome.co.uk/calc/index.php?param=RG... shows the maths and gives estimated range for the line length, and also calculates based on your actual figures what you would get if the noise margin were set lower.
In short get onto TalkTalk to lower the target, assuming the line is stable and noise margin does not dip a lot once the sun sets.

had a steady 12mbps even when i moved to this brand New house 3 yrs ago. You'd never get much above 8 Meg on your present line with any ISP.

Hi,
Some suggestions are:
1. You have an issue with your extension wiring. Try the test socket...
2. Line fault... Try a quiet line test. Dial 17070, option 2. Any buzzing or crackling then report as a phone line fault
I hope these suggestions prove useful?

Update!
changed BB And phone and here are my stats-
Broadband Link Downstream Upstream
Connection Speed 9817 kbps 1023 kbps
Line Attenuation 46.0 dB 29.5 dB
Noise Margin 3.1 dB 8.8 dB
nothing wrong with my line as im getting almost double the speed so must be
[censored] equipment in the exchange?

Your speed on TalkTalk was slower because they start everyone off at a conservative 12 dB noise margin, but they will lower it on request via their forum.

as above m8,
Didnt want to be stuck in an 18mth contract.
i did give them a bell BUT trying to get some one
who could understand me was mission impossible.

The best support is via the TalkTalk forum, people get their line profiles changed every day there. Unfortunately new customers are more likely to ring TalkTalk up, leading to a frustrating experience.
