All Neighbours have FTTP but I am not in the 'Build Plan'!

I live in Broadstairs on the seafront and note that neighbours all have Fibre to the Premises as an option via poles that are sited on neighbouring streets. My flat is in a block of six and like my neighbour next door we are not served by overhead cables. Next door is a newbuild and has FTTP available as an option, but the OpenReach site says that we're not in their build plans. It seems we're the only house in the vicinity that has not fibre provision which is maddening as the available speeds are crippling. My freeholder lives on site and insists that he has not been contacted by OpenReach to provide permission to access the communal areas. That may be true but I note that he is 90+ and may have thought they were trying to sell him something. If however, there is just some technical reason why they might do poles first, sort out next door when he was building, but leave us out I would love to understand. Hopefully they will come back to us, but I am struggling to understand how to make this happen as OpenReach are not at all easy to contact... I would be grateful for any help. Many thanks, Nigel

I think you have stumbled across what my guess might be already. The required permission for provision of fibre to an MDU

i think this is where the issue is.
