What you are looking for is VoIP (Voice over IP). There is a forum dedicated to it on this site.

Not quite how you describe it but it would allow you to use handsets in the house that are connected to your VoIP service but also allow you to use an app on your phone to take VoIP calls on the same number. Lots of people on this site are using VoIP so I would suggest asking about it in there and letting this forum post die (perhaps if you create a post in VoIP create a follow up here saying that you have moved the conversation over to that forum).
