Setting sync speed

Hi can anyone tell me does BT set an initial sync speed or does the home hub sync at the highest possible.
I ask because my line syncs at 5632kpbs permenantly but I am supposed to be on 8mb and was wondering if BT had set it wrong.
Below are my stats which I think show I should be getting higher speeds?

Bandwidth (Up/Down) [kbps/kbps]: 448 / 5,632
Data Transferred (Sent/Received) [MB/MB]: 33.03 / 177.96
Output Power (Up/Down) [dBm]: 11.5 / 19.5
Line Attenuation (Up/Down) [dB]: 20.0 / 38.0
SN Margin (Up/Down) [dB]: 18.0 / 13.0

BT set an SNR margin target, initially 6 dB but increasing to 9/12/15 if its unstable. Yours might be 12 from the stats, suggesting you've had instability and its been ramped up.

Read the diagnostics link below, if you have a test socket try it in there.

Do be aware that you're not on an 8Mbps service, but an "up to 8Mbps" service. The actual sync speed depends on your line conditions.

When I got maxdsl it was all over the shop, would sync at 5600 one minute the drop to about 800, the noise margin would be 11 then go upto 28 then drop again and so on.
So I replaced the bt master face plate with a filtered one, wired it with cat6 to an extension plate with seperate phone and adsl sockets.
Since its been wired the stats are constant but my profile with bt checker never goes above 2000k.
Am trying everything to avoid ringing India so any help is welcome.

but my profile with bt checker never goes above 2000k. Little choice but to talk to the ISP. See if the BT Broadband section has any UK numbers or shortcuts.
