Attenuation (dB) : 18.0
Your noise margin is quite high and therefore some of your potential speed is disappearing because it appears to be setting at a high level due to the instability of the line.
The attenuation is pretty low. With that attenuation (if it is being reported correctly on the router) you should expect rock solid 8Mb connection.
Have you checked your internal wiring for any issues as this would be the first place to look with those stats?
EDIT: Follow yarwell's suggestions for looking at your wiring (especially the NTE5 test socket bit).
