Anyone out there who is more clued up than me tell me whether vm can cap/slow down your connection at will.

Yes.

In fact, before they all merged into one, NTL/Telewest just redirected to VIrgin ADSL if checking a postcode they did not serve.
So one could say that Virgin ADSL was well before Virgin Media Cable.

Thanks for your replies, Uilebheist and baldur. Any thoughts as to my original question? Getting around it at the moment by renewing my IP. Not sure if it's just me being paranoid but makes a hell of a difference when I do.

I'm sure I've seen mentions of VM's traffic management... ah, here - so they definitely can (and do) cap your speeds at will.
Now, pure speculation on my part, but maybe they measure the usage against the IP address, and reset it to 0 when you renew it - so that will keep the traffic management away from you for a while.

Thanks for that, been looking more closely at the rest of the site and found some useful info. Not hard to see why I am reaching these limits as I have a total of 3 fixed and 3 wireless comps. Looks like I will just have to keep ducking and diving. :-)
