I'm looking for the best /easiest software to enable two people to link up and talk and see each other using webcams. I know you can do this with windows messenger but is there anything else people can recommend

I use Skype to webcam chat to my son in Italy. Works fine for me and it's free.

My other son has issues with it on Vista, on XP it seems fine.
