but what of a line that can't manage 15M due to length, I presume there will be at least some of these. From what I read they wouldn't be provisioned on FTTC ?

They are probably on a cabinet that will not get FTTC anyway

1.6km it behaves roughly like ADSL2+, which off top of head is probably more than 15Mbps.

Thanks.
Just checked and I'm not available on streetview.
Will take a closer look at the box and post back.
Checked and it is an empty Virgin (was NTL) box. I opened the box and peeked inside and it was empty with a couple of empty pipes in the ground. There are CATV covers outisde it too so it was the cable which was provisioned in my street (cable provision outside house too!) but never arrived. In that case I have no idea where my nearest street cabinet is. Was hoping that Virgin would arrive as cable is in the next street across and Virgin announced some in-fill expansion but have not read any more on this. Called "customer services" and they didn't have a clue so I really don't know if that is coming or not.
BT-wise, how close is the street cabinet likely to be. WIll take a walk around and look for it.

so you saying if they dont provision vdsl2 they would provision adsl2+ from the cabinet instead? so it still would be a fttc service but just not vdsl2.
if its from the exchange then adsl2+ would be no comparison as the copper between cabinet and exchange wouldnt make it 1.6km anymore.

It's actually the only relevant, on-topic post in the thread so far. Everybody else seems to be going on about some technical lower limit that obviously won't effect the OP.
