Perhaps a filter has failed.

Are those stats from the test socket within a modern BT master socket? If not try to get readings from the test socket as that may rule in or out problems with your home telephone wiring.

Your best hope is that there is a voice fault on your line. Could you disconnect your ADSL kit and try the BT quiet line test (17070 option 2)?

Looks like Orange LLU connection, they may have put you onto a fixed 1Meg connection, what does their support say?

Looks like Orange LLU connection
Not conclusive!

He should try to run the BT speedtest @ http://www.speedtester.bt.com/. If he gets "Test Error" then he is on LLU.
