Sorry; are you asking a question or making a statement?
Are you saying I'm with AOL (who told you I was with AOL?), or you are?
Are you asking if there's a disconnection fee to switch from AOL to Talk-Talk or from Talk-Talk to AOL?
This "i wont to cancel talk talk"; does that mean you want to cancel Talk-Talk, even though it appears you may be with AOL.

Really; it would be a lot easier to understand if your post made any sense whatsoever.

Let's assume you meant to say "I was told that if I'm with AOL there's a disconnection fee if I want to go with Talk-Talk".....
Did you ask AOL to cancel your service (which will involve a disconnection fee and a connection fee when you join Talk-Talk)?
Maybe you should ask AOL for a "MAC code", which allows you to "migrate" to Talk-Talk without a large disconnection or reconnection fee?

Also; are you aware AOL and Talk-Talk are actually the same company (both are owned by Carphone Warehouse) so if they're charging a disconnection fee because you want to switch from one brand of the same company to another, you might be better getting the heck out of their group and going with a decent ISP.
For example, BE and O2 (both owned by Telefonica) don't charge if you want to switch between the brands.

Yes but " i going to be charged from aol a disconection fee to go with talk talk" implies he's currently with AOL, has asked to cancel (instead of migrate) and has been told there's a disconnection fee.
But; "i wont to cancel talk talk" (assuming he's used "wont" instead of "want" - probably he's gone through the English schooling system in the last decade or so) implies he wants to cancel Talk-Talk.

I've changed it to read the "last decade or so" because I'm convinced the problem goes back to before the year 2000 (basically whenever SMS text equipped mobile phones became popular).

It isn't txt spk. It's just incoherent gibberish, as demonstrated by your questions as to what is meant.

Text speak is intelligible, just objectionable in any other context.
