Which doesn't explain why France, Japan, Canada etc are in there, or what happens when someone wants to access a site in the likes of Thailand...

if the site is dual stack there will be no issue, the amount of ipv6 only sites is extremely rare still, but if we start seeing ipv6 only sites in places like thailand then isp's here will probably play a numbers game, if its only affecting like 0.001% of traffic they would probably ignore the problem.
