I think the developer has to involve the telco at build time.

I have a friend living on the south coast, in a relatively recent estate (early 2000's). Every drive/entry way has a coax cable tacked to the wall. It was supposed to be for cable. The developer installed it. But never talked to VM to get it connected to anything!!

They get 2meg on BT ADSL, and my mate moved to Sky LLU, and gets 4meg. They're crying out for FTTC :-/
