Presume one of the options was a quiet line test, in which case the phone part is connected to BT kit at the exchange.

So phone should be simple, the broadband may have an unbunded marker on it, i.e. going to non-BT hardware.

Someone has pointed you at the rules for what should happen.

when you dialed 17070 did the lady introduce herself saying "Hi my name is zoey...."?

Who is "zoey"? Dialling 17070 on BT should start "This circuit is defined as... <your telephone number>".

But not if you have Withhold CID and you don't prefix by 1470; altho' I think he means "Zo� ".

I tried 14117070 and no-one called "zoey" or "Zo� " introduced herself as FRS_Plunderer suggested, she (Zo�?) just gave me line testing options.

Zoe, Zoey whatever - if she introduced herself as that then you would have been on SKY LLU, you might have been able to call Sky over the issuse. As it is the service provider was using BT provided dialtone.
