More capacity has been added for the 21CN PN network which somehow seems to have improved ping times/latency for my connection (20CN).

Depends which part of their network. You are probably on IPSC, which I expect at some point joins up with their backhaul from the 21CN (WBC/WBMC) node(s) they use.
