The same day this happened BT openreach turned up with two large vans to do work on a nearby street. My problems started as soon as they started doing work.
I assumed the problem would go away one they finished but so far they havent finished and my problem is getting worse.
Today I went to investigate what they had been doing, here are some pictures I took:

I hope there are some 'in the know' bt engineers, or ex engineers or anyone knowledgeable about such street works here. I wonder exactly what they are doing, and why the telephone cable has been left exposed to the elements. It cannot be good that the duct has filled up with raid water and is not completely submerged.
Usually, my SNR is around 6db and completely stable. Since problem has occured, it drops from 6 to 1 for a few seconds, then returns to 6. This process repeats itself. Its during these few seconds that I get all the CRC errors and packet loss.
I tried forcing my router to sync at 12db to increase its stability, it helped a little but the problem remains. Here is a graph of my SNR margin to illustrate:

Does anyone know if a telephone cable being submerged in water like this would cause the problem I described to occur? Also, any idea on what appears to be white cloth wrapped around the telephone cable (to deep it dry? if so the engineer was crazy as the whole duct was uncovered and is now submerged with rain water).
I only hope that when the work is completed (have no idea why they decided to digup the pavement) my connection returns to normal.
