Even if there is no dial tone, you can check if the line is connected at the exchange.
You just need a DC Voltmeter to see - there should be 50V - it's quite safe.
If not the line is NOT connected to the exchange, thus would require engineers to do so,
for which you would most likely get charged.

If it has power, then it just needs activating and alocating a number, that used to be free,
but maybe not now....

got what can only be described as the "unobtainable" tone after about 1-2 seconds of silence.

Assuming the phone has no power of its own, then no need to go sticking a voltmeter on the line, the simple fact you hear a tone once a phone is in, tells you there is power on the line

Thanks Mr Saffron,

I followed Vivaciti's advise and called their sales line, a VERY helpful man named Paul checked a BT Site and he informed me the line was active up untill March 2011 at which point it was stopped - I know my friends moved in around April time, so that tallys up with the line stopping.

I clarified it was not ceased, but stopped. Fingers crossed they can simply get it started/activated again

Many Thanks to ALL those who gave advice, I will keep you posted on any futher progress
