It's experimental and and can't have any impact upon us until and if it is incorporated into our technology standards.

For some reason this quite old news has hit the headlines again. The Italian glitzy light show (which all it was) was held last summer. It is a valid technique for optical communications, but its application for radio waves is very unlikely to be practical. There are so few real technical details given that it falls quite definitely into the 'snake oil' category.
