If your linespeed is 39.9 your download speed will be around 37.6 due to the headers etc. Same for the 10 upload will be 9.4. this is quite normal and unavoidable.

I have noticed that on FTTC, overheads are much less than on ADSL broadband.

There's no ATM on FTTC.
