I am useing Norton 2012 on both desktop an laptop.... When virgin took control of my pc they did a speed test in safe mode an still got only 25/28Mb

Run TCP Optimizer on the PC as recommended earlier. It can make a huge difference on XP. Just let it use the automatic settings, for all adapters.
