Yes I'm not too enthusiastic about the second line for the reason you have guessed.
What exactly does "provide extra line plant" mean? Digging up the pavement?

Could mean anything from running a small section of cable from the nearest pole or underground joint box to major uplift work and roadworks.
You (via the Communication Provider) would be quoted any extra costs before the work proceeds.
