.As the Anon poster says, TalkTalk are in your exchange. It is almost certain they have "up to 24Mbps" ADSL2+ kit there, and you should get 14-16Mbps connection speed if you get onto that. There would be no IP Profiling.
Whether or not TT is suitable for you depends on your particular requirements, but as that poster says there are also resellers. With some reseller packages you are basically using the TT system but paying the reseller for better support and other goodies, and with other packages you would just be using the TT exchange kit and out from that to non-TalkTalk backhaul and routing.
Off the tip of my head I suggest you look at vivaciti, xilo/uno and ADSL24.
