Something isn't right there. As you are in a 10-day "training period", that matters. The
Catch-22 situation is that as you are in the 10-day traing you almost certainly won't be able to get anyone to look at it.
On 32.4dB attenuation you should be connecting at well over 12Mbps, and in many cases getting near to 15Mbps, Not 9.6. Also for your noise margin to be 8.9dB at this time of day, on an initial ADSL2+ connection, is not right.
After the 10 days, you will have to try and get the problem resolved. You will then need a rerun of the training period

What is that about your line being deliberately capped before? Or was that just that, as has been explained I think, they don't always do the upgrade of individual lines straight away. Or was there a major problem in the past on ADSL?
The upload still appears to be capped, at a value just below the ADSL value.
All in all, a mess, I'm afraid.
