Plusnet ADSL2+ (sync=13.5Mbps down, 1.2Mbps up)

Neulion East at 22:15 - 7.51 Mbps Down, 0.87 Mbps Up
Neulion North at 22:20 - 0.72 Mbps Down, 0.99 Mbps Up (!)
Neulion South at 22:20 - 7.73 Mbps Down, Won't run upstream.
Neulion West at 22:25 - 2.50 Mbps Down, 0.54 MbpsUp

Speedtest.net London at 22:15 - 11.53 Mbps Down, 0.99 Mbps Up

Edit:
I just tried the following extras on speedtest.net:
Speedtest.net New York at 22:40 - 11.12 Mbps Down, 0.88 Mbps Up
Speedtest.net Boston MA at 22:40 - 9.43 Mbps Down, 0.97 Mbps Up (very jittery)

http://speed.neulion.com:1855/nlspeedtest/

FYI: I have 60Mb Virgin cable and receive 1.14Mbps down and 1.33Mbps up from NeuLion (Speedtest.net result I get 29.86 down/3.34 up).

I have BT Infinity 2 - 45meg download sync and 8meg upload sync. TBB speedtester shows 45meg/7.8meg.

Neulion East shows: 3.87meg download & 7.67meg upload
Neulion West shows: 3.11meg download & 5.48meg upload

This is pretty normal for the US links - my sister lives in the US, and has 50meg cable (Time Warner) and when I try the UK based speed tests I get similar speeds (3.5meg or so) but the local speed test sites give 40 to 50 meg.

Perhaps NBA.TV if selling to UK customers need a UK server.

James BT Infinity 2 19/09/2012 - Speeds ~46 / ~8.5 Mbps - Sync 48.9 / 10 Mbps @ 470m
Huawei modem -> Draytek 2820 -> Airport Extreme -> Switch -> Windows/Mac/Linux/NAS/Phone/TV

Somewhere along my investigative path I picked up it seems to be on Akamai.

My broadband basic info/help site - www.robertos.me.uk | Domains,website and mail hosting - Tsohost.
Connection - Plusnet UnLim Fibre (FTTC). Sync ~ 54.2/15.2Mbps @ 600m. - BQM

I don't believe it is your ISP but the transatlantic link.

Neulion gives me 10.80 Down and 11.88 up.

Speedtest.net using a UK server gives me 59.xx down and 19.xx up.

Chosing various NE US servers on speedtest.net gives me anything from about 15 to 40 Mbps down

...It's based in Boston, MA if that's what you mean?

Is that its final 'exit point' from the US for European feeds?

A Windows 'tracert' suggests that the output may originate from Atlanta (that's where I lose the routing) which, when I saw 'NBA.com is part of Turner Sports Digital, part of the Turner Sports & Entertainment Digital Network', seems plausible (and there was me thinking that the NBA was still operating out of New York, NY).

I've been watching courtside view supplied from 157.166.255.246, which also appears to originate from Atlanta, GA.

SpeedtestNet to NewLwe;

West - Down 3.42Mb/s Up 6.52Mb/s
North - Down 4.21Mb/s Up 9.21Mb/s
South - Down 4.03Mb/s Up FAILED!

The download speeds were 'jittery' @ approximately 10:00 UK. Bearing in mind the time zones involved, it would probably be more realistic to check the download performance between 00:00-05:00 UK.

Based on the above performance, I won't be subscribing anytime soon!

Curiosity: Do you have a League Pass or a Team Pass (not currently available)?

If this is only a recent problem couldn't the recent congestion caused by massive DDoS attacks be the problem?:
