I think you are reading that wrong. The problem can't be at the 4th hop as the 5th hop is fine. The only reason the 4th hop is high is because that particularly router/switch has responding to pings set at a low priority. The fact that the hops directly after it are fine shows it cannot be causing a problem on your latency.

The 7th may be causing an issue but that again could be priority of responding to pings rather than an actual IP issue - the fact it is the last hop you list makes it difficult to tell which is the case.
