You will still get paid, the rules are you have to be in the UK at the time you got the ticket, as long as you can prove that you have no issue, it is just a warning that if you buy the ticket while NOT in the UK and you win you will be kicking yourself for around 100 years!

Apart from being UK resident you also need to be on the UK voters list I believe to actually get paid a large win.

Don't think you can have to be a voter - isn't lottery 16+ and voting is 18+?

Comes into the loan/credit/crime check area I guess and I think you declare over 16's so that they can track whether to issue polling cards in the future.

The page states you declare people who will be eligible to vote on 15 October of that year - but that is not 2 years in advance and therefore should at best be 17 year olds. That would make it useless for checking a 16 year old.
