Its a bit of information if possible.
If a company wanted to run a streaming service that would cater for say 400k connections. Im assuming that would cost a lot of money around what numbers would that be? or impossible to say.

400k connections at what data rate? Audio, SD Video, HD video ? If they are all streaming at 1Mbps then you will need at least 400Gb of bandwidth. That is in the realms of carriers.

As for cost? Until you know how much bandwidth is needed, it is impossible for anyone to say.

Are you talking 400,000 simultaneous downloads of 400,000 customers? If the latter, what is the expected concurrency at peak time?

What sort of streaming? Are we talking low quality mobile type or are we talking HD or even 4K?

Will this company be big enough to be able to put content devices within ISP networks?

Worst case would be 400K concurrent connections at 4K. Looks like Netflix is potentially 15Mb/s per 4K stream. That from my calcs is 6Tb/s of streaming bandwidth. So, you would need the servers and network connectivity to cope with that sort of load.

If it was HD it would be about half that - so 3Tb/s.

The server farm and bandwidth to do that would be pretty high cost.

Presumably you would need to use a CDN, so you should ask CDN suppliers for a quote.

You will also need to get your units sorted:

M - mega
m - milli

A lot depends on where you want it hosted could be down in the few pounds per Mbps per month or could be higher depending on the data centre used or could be lower, down to negotiation for large scale stuff.
