Does indeed look like a new PCP shell. If they are going to move the PCP then downtime should be minimal per line. They'll probably be a couple of guys there for a few days moving the pairs over one by one.
I suspect the existing PCP was full and a reshell was required for more tie pairs, but due to its location a PCP and a deload/reload has been planned

Nope the guys will do a "no break changeover " In the real world you may loss both for a few secs .
