You cannot transfer the contract to another address. So it is not clear what you are attempting to achieve.

He's trying to sell his house with incumbent BB + PlusTV.

I think there is a difference, the OP is looking (wrongly) to try and offer to hand their contract over to someone else whereas I suspect you are trying to sell an ISP service that is provided by you. Big difference between the 2. Obviously the OP isn't going to get anywhere as they can't do what it seems they are trying to anyway.
