There were plenty of dial telephones around in the 1990s, and there probably still are now. Digital exchange line cards can (or maybe could, I haven't tried one for a long time) accept either pulse or tone dialling.
Anecdote: Back in 1972 when I was involved with converting one of the last Manual exchanges to Crossbar there were a lot of people going round fitting dials onto telephones that had previously not needed them. I can't remember the exact number but the count of _Candlestick_ telephones found was into double figures. The "if it works don't change it" syndrome
