Cheers & would I be correct to say ISP's buy this annually?
If an ISP was to cancel this part way through 12 months they would be held liable for the remaining months? and is there any other charges for early cessation?

Not sure when they pay Openreach, but term is 12 months for a brand new connection, if you migrate its a term of 1 month from Openreach.
The wholesaler may of course have its own terms of sale, and then the terms of sale to you as a consumer from the retailer are what matter.
