So on BBC New site, link here, it seems to agree with my speculation.

Where has Mr Vaizey or UK.gov actually announced this as fact? The page for the USO consultation still says 'analysing feedback'.

It is still speculation driven by the political arm of The Telegraph..

Ed Vaizey MP has just been forthright in a DCMS committee meeting a month ago, i.e. that USO will have some caveats applied.

The phase 3 was always speculative based on the outcome of pilots that did not involve BT, and if one was to speculate while they have each individually been a success the sum of money to push forward with a phase 3 would be too much to bear.

In the meantime clawback is meaning some projects are going further, while others have stalled.

Thanks for the clarification, when I got home this subject was on the Radio4 news for a while, then it became clear this was as you state speculation based on what was written in the USO Consultation document and/or his discussion in the DCMS meeting.

I guess when the results of those trials are completed BDUK will publish their findings about the viability and cost of how to provide +24Mb/s to the final 3%-5%.

A digital review paper is due this summer, i.e. once EU referendum vote is over

I would expect this along with USO consultation to set out the pathway, but in the mean time politics means some are doing their best to make the UK look bad, rather than encouraging people to sign up to the better services and thus increase claw back which feeds into the cycle of more roll-out.
