With normal big ISPs you may (I'm partly guessing) find TalkTalk slower that a BTW-based one, as I believe TT Retail request a higher stability level than BT/Plusnet/Sky.
By default TT lines set the noise margin to 12db, where i think BTW set it to 6db? And as you know this will effect sync speed. Of course this can be changed either by the user if the ISP have a control panel function, or by a quick phonecall. But it can catch people out who dont realise
Not relevant on FTTC, it's all Openreach controlled.
