One assumes you mean the tbbMeter software....
In which case it is installed as a Windows Service on Windows 7 so in Windows
Control Panel | System and Security | Administrative Tools | Services
Scroll down the list of services and find tbbLoaderService and then double click and set start up type to either Manual or Disabled
