It probably won't mean too much of a difference initially as I think it is more to do with where the money goes. Customers like Sky are complaining that Openreach are not investing enough in to the network and are favouring BT customers over them. It's more trying to prove this isn't the case to Ofcom and if it is then more money in to the network would mean more Openreach engineers so a larger recruitment drive.
The government don't want Openreach to be sold off as currently they would have to make up the shortfall in the pension pot as currently this a is quite a few Billion down. This was an agreement the Conservative government made to BT when they decided to privatise it back in the 80's.
I think it's more likely to mean a separate Directors board from BT and an easier more transparent way of showing where the money is going and how quick Openreach fits or repairs phone and broadband lines to prove no favouritism towards BT clients.
The current knock on effect could be a recruitment freeze until the dust cloud settles, maybe a couple of days, but they still need recruits. As this would feature heavily in the publicity campaign against the complaints.
