For ADSL Openreach ends with the copper loop, so all they can test is that the loop is working, congestion is down to the DSLAM owner and backhaul network owner as your phone line is dedicated capacity.

I presume an upgrade to FTTC may not improve the situation...its all about purchased bandwidth.I am due a phone call from a higher level tech support today.

If the exact same provider then likely to not improve much, but depends on how they buy from their wholesaler.

In short if everything points to congestion a provider change is usually a good start.
